Analysis of tourism governance based on the views of former ministers of tourism in Brazil

With the new administrative structures influenced by the crisis of governability in the 1970s, and the rise of neoliberalism (1980-1990), new reflections and debates in the field of tourism emerged. With this, the concept of governance begins to characterize new possibilities for development. On the other hand, the literature identifies gaps that question the actions of the actors involved in the process of establishing public policies. Considering the divergence of public and private interests, the purpose of this article is to address the governance of tourism in Brazil in the time frame before and after the creation of the Ministry of Tourism. The methodological process comprises indepth interviews with 17 former ministers of tourism in Brazil, and with the senior member of the National Tourism Council. At the end, it became evident that there is no consensus that the change in leadership causes discontinuity in the sector's projects or negatively influences the development processes of destinations. In addition, it was found that the transition of positions between ministers takes place smoothly in most of them, and that budgetary issues limit ministerial achievements.
