The document is the outcome of a research on development at an emergent tourist destination in Argentina. Its importance relies on the possibility of linking tourism - from a systemic approach - to local development, intending to unveil initiatives, changes and implementation of developing policies and strategies. It is a case study conducted at San José city, Entre Rios Province, from 2004 to 2009. Socio economic impacts on wage, investments and benefits were assessed.
