Event tourism, when integrated into public policies, can strengthen residents’ quality of life and promote the sustainable development of destinations. This article analyzes the influence of events on public policy formulation by applying the Intertwining Model over the period from 1995 to 2024, based on an analysis of the evolution of public policies and events in Joinville, Santa Catarina, Brazil. The study relied on secondary sources and the destination life cycle approach, enabling the identification of four phases of local tourism development. The findings show that events acted as catalysts for governance and planning, contributing to the consolidation of public policies and to the enhancement of the city’s cultural identity. It is concluded that the applied model provides an effective tool for understanding the relationship between events, public policies, and residents’ well-being, serving as a reference for public management and research in the field.
